Description:
The New York City Department of Housing Preservation and Development (HPD) is seeking a qualified vendor to perform the National Standards for the Physical Inspection of Real Estate (NSPIRE) inspections for federal rental assistance programs and to develop a streamlined, standardized technical system to support the inspection workflow. The effort includes managing all phases of the inspection process, integrating data capture tools, ensuring compliance with HUD standards, and providing reporting for city‑wide housing stock. • Conduct physical NSPIRE inspections (annual, vacancy, complaint, court‑required, etc.) across all five NYC boroughs. • Design, build, and maintain a secure cloud‑based platform for data collection, storage, and analytics, meeting NYC ID/MFA and accessibility requirements. • Provide ongoing technical support, training for Citywide Bidders List users, and compliance reporting through the PASSPort portal. • Meet MWBE participation goals (4 % overall, 3 % Black‑owned, 1 % Women‑owned) and adhere to all NYC procurement policies.
