Description:
The University of Michigan is seeking qualified suppliers to partner on the Michigan Value Collaborative (MVC) Continuous Quality Improvement (CQI) data registry platform. The contract will span a three‑year base term with two optional one‑year extensions and will require the provider to deliver a secure, compliant, and accessible data‑registry service that supports HIPAA‑protected health information, adheres to stringent cybersecurity and accessibility standards, and aligns with the university’s sustainability preferences. The award will be governed by the university’s standard agreements (including BAA and Data Security Agreement) and will be paid either via an immediate virtual‑card program (Net 0) or standard Net 45 terms. • Deliver a hosted or SaaS data‑registry platform for MVC CQI, including ongoing maintenance, support, and enhancements. • Meet extensive security, privacy (HIPAA/BAA), accessibility (WCAG 2.1 AA, Section 508), and sustainability requirements. • Provide detailed cybersecurity certifications, data‑flow documentation, and be able to sign the university’s standard contract, BAA, and Data Security Agreement. • Contract length: 3 years (with up to two 1‑year extensions); payment terms Net 0 (virtual‑card) or Net 45.

Budget Estimate (AI):

$500,000 – $1,500,000

The contract is a three‑year base period (potentially five years with extensions) for an enterprise‑grade data‑registry platform that must meet HIPAA, SOC 2/ISO 27001, WCAG AA, and sustainability requirements. Similar university‑wide data platforms typically range from $500 k to $3 M annually, depending on scope, licensing, hosting, and support levels. Assuming a mid‑range solution with robust support, the total contract value could be roughly $1.5 M to $4.5 M over three years, giving an estimated low‑end annual spend of $500 k and a high‑end annual spend of $1.5 M.
