The Commonwealth of Kentucky is seeking a private partner to modernize, operate, and maintain distributed building-level HVAC systems across Kentucky Venues facilities through a Public-Private Partnership (P3) structure. The selected partner will be responsible for replacing outdated assets, reducing deferred maintenance obligations, improving comfort and indoor air quality, and transferring lifecycle and performance risks. The partnership will include a lump-sum concession payment to Kentucky Venues and will maintain public ownership of the assets. Some key aspects of the project include: • Building-by-building modernization • Electrical, mechanical, and plumbing upgrades • Operations and maintenance services • Energy savings projects • Hand-back provisions for the buildings, systems, and equipment. The Commonwealth is looking for a partner with experience in P3 projects, central energy plant experience, and a strong track record of delivering similar projects. The selected partner will be required to provide a detailed proposal outlining their approach, experience, and qualifications.
