Separate sealed bids will be received, by the Union Township Municipal Authority, Berks County, Pennsylvania online via PennBid for the Installation of Residential and Commercial Water Meters until 12:00 P.M. prevailing time, on January 7th , 2025, after which time, Bids will be opened with results displayed publicly on PennBid. Bids will be reviewed at the Public Meeting of the Union Township Municipal Authority at their regularly scheduled meeting to be held at 6:30 P.M. prevailing time on January 9th, 2025. All documents and solicitation details are available at no cost on PennBid – www.PennBid.net. The project generally consists of removing and installing one hundred and thirty-seven (137) water meters within various residential properties in the Buckingham Preserve subdivision, Union Township Pennsylvania, as well as eighteen (18) commercial properties in Union Township. The water meters will be supplied by the Authority to the successful Bidder. Contact information for each property owner will be provided to the successful Bidder to coordinate access to the properties. The Contractor will be responsible for furnishing all required fittings not included with the supplied water meters. All existing meters have a water meter setter. All bidders must submit bid security in the amount of ten (10%) percent of the total bid submitted naming as payee or obligee, the Union Township Municipal Authority of Berks County, Pennsylvania. Any Bid received after the time and date specified will not be considered. No Bid may be withdrawn for a period of sixty (60) days after the above specified date for receiving, opening, and reading of Bids, except as specifically provided by law. The Project is being funded in part by a COVID-19 ARPA PA Small Water and Sewer Program Grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority (CFA) and the Successful Bidder shall comply with all conditions of the grant as set forth in the Contract Documents. All Contracts exceeding $10,000.00 shall be performed in compliance with Executive Order 11246, entitled, “Equal Employment Opportunity,” as amended by Executive Order 11375 and as supplemented in Department of Labor regulations (41 CFR Part 60). In addition, all Contractors shall comply with the “Nondiscrimination/Sexual Harassment Clause” as required by Pennsylvania Executive Order 2016-05. The successful bidder (Contractor) will be required to execute the Agreement and to furnish a “Performance Bond” and “Payment Bond” all on the respective forms provided in the Contract Documents. The Contractor will also be required to furnish evidence of insurance coverage as required by the Contract Documents. The wages paid on this Project will be subject to the Pennsylvania Prevailing Wage Act approved August 15, 1961, P.L. 987 as amended and supplemented. The Pennsylvania Human Relations Act of 1955, P.L. 744, No. 222, as amended June 25, 1997, by Act 34 of 1997, 43 P.S. §§ 951-963, shall apply to this contract. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract documents must be paid on this Project, and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. The Bidder and all Subcontractors must be qualified for the type of project work specified in order to bid the project, and prequalification’s must be submitted by the Bidder and all Subcontractors. The qualification documentation listed in Article 3 in the Instructions to Bidders must be submitted with the Bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with prevention of environmental pollution and the preservation of public, natural resources that affect the project. The Union Township Municipal Authority of Berks County, Pennsylvania reserves the right to waive any informalities in, or to reject any or all bids, and to delete any item or portion of an item without affecting the bids on the remaining items or portion of items. Any Bid may be withdrawn prior to the above scheduled time for the opening of Bids or authorized postponement thereof. The award of the Contract and the issuance of Notice to Proceed shall be contingent upon the approval of the Performance Bond, Payment Bond, Agreement, and the Certificates of Insurance.
