The Clay County Division of Emergency Management is seeking proposals from qualified bidders to provide comprehensive emergency management plan writing and updating services. This multi-year project aims to enhance Clay County's preparedness, response, recovery, and mitigation capabilities through the development and maintenance of critical emergency management documents. The scope of work includes developing and updating emergency management plans, providing training and exercise support, and conducting stakeholder outreach and engagement. The ideal bidder will have experience in emergency management, plan development, and stakeholder engagement. The bidder should provide a detailed proposal outlining their approach, methodology, and qualifications for the project. • The proposal should include a company introduction, previous experience with similar projects, project understanding and approach, qualifications and commitment of personnel assigned to the project, pricing and fee schedule, and a project schedule. • The bidder should demonstrate their ability to immediately perform the negotiated services and provide key milestones and associated deliverables. • The bidder should have a thorough understanding of Clay County's emergency management needs and be able to integrate their approach across all plan types. • The bidder should have a quality control process and review methodology in place to ensure the development of high-quality plans. • The bidder should be able to provide training and exercise support to Clay County staff and stakeholders. • The bidder should be able to conduct stakeholder outreach and engagement to ensure that all stakeholders are informed and involved in the planning process.
