The San Bernardino County and San Bernardino County Flood Control District are seeking proposals for On-call Biological Services to support Routine Maintenance and Capital Improvement Projects. The services required include habitat assessments and surveys for various species, construction and emergency-related monitoring, and other related tasks. The contract period will be for a maximum of five years, and the County will prepare sub-agreements (Task Orders) for Biological services awarded by the Board. The Proposer must include all transportation, lodging, and per diem costs sufficient to pay its personnel and travel to the locations where services are to be provided. Some key points to consider: • The County has adopted a Local Preference Policy, which applies a 5% preference in the cost evaluation of proposals. • The Proposer must comply with all applicable local, state, and federal laws, codes, and regulations. • The Proposer must provide information regarding former County Administrative Officials employed by or representing the Proposer. • The Proposer must disclose whether the firm or any of its partners, principals, members, associates, or key employees have been indicted or convicted of any crime or offense. • The Proposer must comply with the California Apprenticeship Requirements and submit contract award information, employ registered apprentices, and make training fund contributions. • The Proposer must maintain and submit proof of its DAS-142 submittal to the apprenticeship committees.
