Issue Date: 11/12/2024 Contract Number: 2-2024 Culvert Replacement Project - Bailey Hill Road over French Creek Tributary Description: The project consists of: Replacement of an existing 60" diameter culvert with 85 LF of a 12'-0 wide x 8'-0 high precast concrete arch with fill type retaining walls, embankment regrading and 250' of new pavement. Sealed proposals for the culvert replacement project - Bailey Hill Road over French Creek Tributary will be received at the Town of Mina located at 2883 North Road, Findley Lake, NY, PRIOR TO 1:00 PM, December 4, 2024. Plans, instructions for bidders, bid sheets, and special provisions may be purchased starting Tuesday, November 12, 2024, through bid date, from the Town of Mina. A refundable deposit of Fifty Dollars ($50.00) will be charged for each set of plans and specifications. Checks shall be made payable to "Town of Mina". No refunds will be made after (30) thirty days from the bid opening. No vendor shall receive specifications prior to receipt of a deposit. Vendors requesting that plans and specifications be sent FedEx or UPS shall be responsible for all associated costs of shipping. Bid documents may also be seen on Construction Exchange of Buffalo & WNY website at https://conexbuff.com and the Southern Tier Builders website at www.stba.com. However, bids will not be accepted unless the bid package is picked up from the Town of Mina so that contact information is captured by the town for bid addenda and communication. If a prospective bidder is not registered as a bidder with the Town, then notices of subsequent contract-related meetings, appropriate contract addenda, or other significant matters related to the contract proposal or bid will not be communicated to said prospective bidder. Bidder to promptly notify contact of any errors, omissions, conflicts, ambiguity, etc. in/among contract documents. A Pre-bid meeting is scheduled for Tuesday, November 26, 2024, at 1:00 pm local time at the Town of Mina located at 2883 North Road, Findley Lake, NY. Each proposal must be accompanied by a bid bond in the amount of ten percent (10%) of the total bid price, conditioned that, if the proposal is accepted, the Contractor will enter into a contract for the same, and will execute any such further security as may be required for the faithful performance of the contract. Bids cannot be withdrawn with 45 days of letting. Governing specifications: NYSDOT Standard Specifications of September 1, 2024, plus any and all revisions and applicable Engineering Instructions and Engineering Bulletins. Copies of the New York State Specifications may be obtained from the Regional Offices of the New York State Department of Transportation, Division of Highways and its' website. Attention of bidders is particularly called to the Special Instructions and Specific Specifications accompanying the itemized Proposal, including but not limited to Federal, State and County contract forms, NYS Vendor Responsibility Form CCA-2A/B/C, OSHA Training Certifications, NYSDOL Minimum Wage Rates to be paid under the proposed contract, and the schedules as certified for the particular contract. Minority Workforce, for this project, the MBE goals is 10%, the WBE goal is 15%, and the Service Disabled Veteran Owned Business (SDVOB) goal is 6%. The project has a 6.3% EEO Minority Goal, and a 6.9% EEO Women's Goal. The successful bidder will be required to execute the contract and comply in all respects with Highway Law and local laws governing the awarding of the contract. Completion anticipated by October 31, 2025.
