The City of Colorado Springs is seeking a qualified firm to provide promotional testing services for the Colorado Springs Fire Department. The selected firm will be responsible for developing and conducting validated assessment instruments/tests to select sworn fire employees for promotion. The firm must have experience in managing testing and validation projects for fire and emergency medical responses for states and/or large cities. The proposal should include a detailed breakdown of the price for each year of performance, as well as information on the firm's expertise and qualifications, references and relevant experience, project approach, and proposal presentation. Key aspects of the job include: • Developing and conducting validated assessment instruments/tests for promotional examinations • Providing a job analysis report on each rank • Recommending assessment processes and ranking methods • Developing examination plans and candidate orientation presentations • Training raters or assessors • Conducting the approved examinations or assessments • Analyzing test results for adverse impact • Maintaining confidentiality throughout the development, review, and administration of the promotional examination
