The Department of Veterans Affairs (VA) is seeking a contractor to provide project management and agile software development services to digitize identified forms and build them on VA.gov, as well as a solution to efficiently and securely validate and process attachments within VA's forms on the VA.gov platform. The contractor will be required to provide a shippable product that is both functional and compliant with security and accessibility requirements under each sprint. The period of performance shall be a 12-month base period from the time of award with two optional tasks. • The contractor shall deliver a Contractor Project Management Plan (CPMP) that lays out the Contractor’s approach, timeline, and tools to be used in execution of the contract. • The contractor shall manage the contract using agile best practices and provide the Contracting Officer's Representative (COR) and Government team with direct access to current project status via a live Program Status Dashboard. • The contractor shall provide VA with two-week iterations of agile software delivery, supported by a multi-disciplinary team(s) with appropriate skillsets. • The contractor shall propose “sprint goal(s)” for the upcoming sprint, which details the specific work items and deliverables to be completed during the sprint, and gain approval on the proposed “sprint goal(s)” from the product owner and COR prior to the start of each sprint.
