The New York State Department of Transportation is assisting CDM Smith NY, Inc., in the selection and retention of a Subcontractor, to provide Work Zone Traffic Control for Consultant and State Inspection Teams throughout NYSDOT’s Region 1, under Contract No. D042087, PIN 1B26.02.
The selected Subcontractor will be required to provide all labor, materials, machinery, tools, and equipment for the Work Zone Traffic Control for approximately 475 bridges, located in Region 1 (Albany, Essex, Greene, Rensselaer, Saratoga, Schenectady, Warren, and Washington Counties) in the State of New York. The required traffic control will assist CDM Smith NY, Inc. and New York State Department of Transportation (NYSDOT) personnel, or their authorized designee, with the inspection of said bridges. Work shall be performed as described and in accordance with the Manual of Uniform Traffic Control Devices.
Required Experience: As the safety of human lives is at risk, the Subcontractor shall have had a minimum of five (5) years documented experience in the performance of traffic control. Additionally, all flag persons shall have had a minimum of six (6) months of documented experience in traffic control. All Subcontractors’ personnel assigned to this work shall have current flagger certification necessary to perform the work, must be able to communicate in a clear and effective manner and be familiar with the MUTCD manual. The project duration is from the beginning of the Contract (anticipated in April 2026) until May 31, 2028. It should be noted that the majority of the work will be performed from May through December of each year with minimal or uncertain amount of work anticipated during the winter months and after December 31, 2027. The number of workdays required per crew to provide Work Zone Traffic Control per week will vary from zero to five (0 to 5) days. As many as four (4) or more separate work crews with all necessary equipment and materials may be required to work simultaneously at any time during the Contract. Also, full, and partial day and nighttime closures may be required to complete the work as well as limited weekend work.
CDM Smith NY, Inc. has a prime contract with the NYSDOT, Contract No. D042087. All applicable provisions of the prime contract apply to the subcontract. CDM Smith NY, Inc. reserves the right to reject any and all bids, to waive any and all informalities, to invite for new bid proposals and to disregard all nonconforming, non-responsive or conditional bids.
Insurance: Insurance requirements are as follows and shall be in accordance with the specifications in the Bid Documents: Policies of Bodily Injury Liability and Property Damage Liability Insurance; Policies of Automobile and Truck Insurance; Workmen’s Compensation Insurance; All Subcontractor’s.
Permits: The Subcontractor is responsible in procuring all permits necessary to perform work, including, but not limited to: entry and temporary lane closure permits.

Deadline: Proposals prepared in conformance with the Bid Documents shall be accepted until 11:00 AM (Local Time), March 27, 2026 in the office of CDM Smith NY, Inc., 3 Lear Jet Lane, Suite 100N, Latham, NY 12110.
Bid Letting: Proposals shall be mailed (return receipt requested) or otherwise delivered in a sealed envelope labeled Proposal for PIN: 1B26.02, Work Zone Traffic Control Subcontract for Consultant and State Inspection Teams and labeled with the name of the bidder in accordance with the Invitation to Bidders Document. As noted previously, proposals must be received at the offices of CDM Smith NY, Inc., 3 Lear Jet Lane, Suite 100N, Latham, NY 12110 no later than 11:00 AM on March 27, 2026. Proposals received after the deadline will be returned to the bidder unopened.
The Bids will be opened as soon as possible after 11:00 AM on March 27, 2026 and read out loud in the offices of CDM Smith NY, Inc., 3 Lear Jet Lane, Suite 100N, Latham, NY 12110, or on a conference call in a virtual environment with an audio recording by Mr. Amodh Nirala, e-mail: niralaak@cdmsmith.com.
A representative of NYSDOT may be present. Attendance by a representative from each of the prospective bidders is encouraged but not mandatory. The Award of the Contract will be made within 30 calendar days after receipt of Bids, subject to final approval of NYSDOT. A tabulation of the Bids will be provided to all Bidders by mail.
Until a contract is approved by the State Comptroller, contact with any other NYSDOT employee, or the firm as listed above, concerning this project should not be made unless otherwise directed by the Contract Management Bureau. Communications made contrary to this policy and deemed an attempt to influence the outcome, may result in disqualification.
