Addendum #2 questions and corresponding answers are combined with Addendum #1 questions and answers.****** This event has been edited to attach Addendum #1, which contains questions that were submitted by June 13, 2023 and the corresponding answers regarding the Request for Proposal (RFP) for the Facilitators, Mentors, Coaches and/or Content Curator(s) of Language Essentials for Teachers of Reading and Spelling (LETRS) for Minnesota Transformation Zone project.***The Minnesota Department of Education ("MDE" or "State") is seeking proposals from responders who are:a) currently certified Language Essentials for Teachers of Reading and Spelling ("LETRS") facilitators ANDb) who are also individuals who have experience in LETRS a professional development program following the Science of Reading ("SOR") in facilitating, mentoring, coaching school staff, and/or curating LETRS online content. There are four different (4) services requested under this Request for Proposal ("RFP"): a) LETRS Facilitator: Act as a LETRS facilitator for staff at Minnesota LETRS implementation school districts. A facilitator is also known as a trainer who processes training content with participants. b) LETRS Mentor: Act as a LETRS mentor of new LETRS facilitators working within the Minnesota state transformation zone. c) LETRS Consultant/Coach: Act as a consultant/coach for special education or interventionist staff seeking on-going support to apply competencies from LETRS and research on SOR to students with disabilities or related learning difficulties. d) LETRS Content Curator: Act as a content curator to update and carry out improvement cycles with the content/resources on the MDE LETRS Resource Hub (Canvas Learning Management System). LETRS, owned by Lexia® ("Lexia"), is in-depth professional development on fundamentals of literacy instruction following the SOR and is one provider of professional development in the fundamentals of literacy instruction. The four (4) requested services will be provided within the Minnesota state transformation zone.MDE is providing implementation supports for LETRS to districts and schools in Minnesota, following the Science of Implementation, which have committed to applying implementation science and sustained commitment to using LETRS and other practices supporting SOR to improve reading and spelling for students. MDE refers to this group of Minnesota districts and schools as the “state transformation zone.” This RFP will result in multiple contract awards to qualified responders that can provide one or more of the services requested below.Contracts will be awarded to the highest scoring responders in each service type. MDE will issue contracts based on the needs of MDE to support schools in achieving and sustaining practices following both the SOR and Science of Implementation.MDE IS ONLY ACCEPTING EMAILED PROPOSALS FOR THIS PROJECT TO THE CONTACT LISTED UNDER SECTION 1 OF THE RFP.Responders should contact the SWIFT helpdesk at 651-201-8100 option #1 if SWIFT assistance is needed.
