The Internal Revenue Service (IRS) is seeking a contractor to provide commercial off-the-shelf (COTS) tax preparation software and associated support services for the Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE) programs. The software should be able to prepare and file federal, state, and local tax returns, as well as provide reporting capabilities and user support. The contract will be a firm-fixed-price contract with a base period of 12 months and four option periods of 12 months each. The contractor will be required to provide software licenses and support services to approximately 12,000 volunteer sites nationwide.
