The New York State (NYS) Office of General Services (OGS), Curatorial & Visitor Services program is tasked with the oversight, maintenance, and care of all New York State-owned works of art and objects that are housed in the Executive Mansion and any storage spaces designated for this collection. The purpose of this project is to aid Curatorial staff in decision-making that affects the collected works’ integrity and value, whether those decisions are based on preventative care such as safe and proper storage, maintenance, conservation, repair, or restoration. It is the mission of the program to provide stewardship and collection care for the cultural assets under its purview.
Minimum Bidder Qualifications
Bidders are advised that the State’s intent is to ensure that only responsive, responsible, qualified, and reliable Contractors enter into a contract to perform the work as defined in this document.
The State considers the following qualifications to be a pre-requisite in order to be considered a qualified Bidder for purposes of this Solicitation. The solicitation is being let as a discretionary purchase of services having a value less than $500,000 under New York State Finance Law § 163(6). Bidders not meeting the qualifications below will be disqualified. Bidders may not use a Subcontractor’s or any other entity’s qualifications to meet requirements.
The following minimum requirements listed below must be met.
A. Proposing entity must qualify as at least one of the following:
i. New York State certified Minority-Owned Business Enterprise; or
New York State certified Woman-Owned Business Enterprise; or
New York State certified Service-Disabled Veteran-Owned Business; or
New York State Small Business as defined under State Finance Law § 160(8), which means the business must be resident in the State of New York, independently owned and operated, not dominant in its field, and employ 100 or fewer persons, and;
AND
B. The Bidder shall have a minimum of three years, with 5 years being preferred, of experience with museum or historic site curatorial/registrarial work.
C. Bachelor’s degree: MA or MFA preferred in fine arts, Museum Studies, or Art History
D. Experience with PastPerfect or other collection management software.
The State of New York retains the right to request any additional information pertaining to the Contractor's ability, qualifications, and procedures used to accomplish all work under this contract, as it deems necessary to ensure safe and satisfactory work.
Mandatory Site Visit
Bidders intending to submit a quote will be required to attend a Mandatory Site Visit, which will include an informational meeting and an opportunity to see the existing collection on the date and time indicated in Section 1.3 – Key Events. This is the only date and time available for inspection. Alternate dates for additional site inspections will not be available. Attendees will be required to sign in and provide basic company and contact information. This information will be used to verify attendance and to communicate any changes to the Solicitation (addenda). Therefore, it is imperative that the provided information be legible and accurate. Failure to attend the Mandatory Site Visit will result in rejection of the bid.
The Mandatory Site Visit will be held in Albany, NY.
Due to strict security procedures, all Bidders must pre-register with Aniksa Merced at Aniksa.Merced@ogs.ny.gov no later than 3:30 pm on April 8th, 2026, in order to be pre-screened for security purposes. Bidders wishing to register for the mandatory site visit at the date and time listed above in Section 1.3 – Key Events must complete and submit RFQ Attachment 2 Site Security Application for each attendee. There will be no registration accepted after this time. Bidders who have not preregistered for the site visit will not be allowed to participate. If you have not received confirmation from one of the designated contacts, you will not be permitted to attend this site visit.
Upon registration, the proposer will be given the meeting location details. It is required that attendees arrive at the designated meeting place 30 minutes prior to scheduled time with photo identification.
