The County of Santa Fe is seeking a design‑build team to expand its existing water reclamation facility from a 0.5 MGD capacity to 1 MGD, with modular capability to reach 1.5–2.0 MGD in the future. The contractor must provide all design, engineering, construction, commissioning, and six‑month operational support while keeping the existing plant fully functional. The project is budgeted at a maximum of $13 M (excluding contingency) and will be awarded on a lump‑sum basis under DBIA‑525 terms. • Deliver a Membrane‑Bioreactor (MBR) system and associated civil, mechanical, electrical, and control infrastructure to achieve 1 MGD capacity. • Provide full design documentation, SOPs, as‑built drawings, O&M manuals, and on‑site training for County staff. • Maintain continuous operation of the current facility throughout construction and meet NPDES Tier 2 effluent limits (≤ 3 mg N/L, ≤ 1 mg P/L). • Supply all required utilities, permitting, and regulatory compliance, and secure performance and payment bonds, insurance, and a 10 % contingency.
