Description:
The Department of Energy Resources (DOER) is seeking technical consultant services to support the Energy Efficiency Advisory Council (EEAC) in reviewing, assessing, and making recommendations related to the 2025-2027 Energy Efficiency and Decarbonization Plan. The selected contractor will provide strategic planning, program planning and implementation, evaluation, measurement and verification oversight, technical services, and other support. The contract is expected to begin on January 1, 2026, and end on December 31, 2029, with a maximum funding amount of $4,800,000. • The contractor will serve as a resource for EEAC members to facilitate understanding of energy efficiency programs, goals, and outcomes. • The contractor will support the Council's planning role in establishing priorities and goals for the 2028-2030 Plan. • The contractor will develop and maintain the EEAC website and other communication materials. • The contractor will provide technical consulting services, including strategic planning, program planning and implementation, evaluation, measurement and verification oversight, and technical services. • The contractor will communicate effectively through oral and written presentations and other written documents. • The contractor will coordinate with the Program Administrator Management Committees to monitor program implementation and evaluate alignment with Council priorities and Massachusetts GHG emissions reduction goals.
