The City of Providence is seeking proposals for the purchase and redevelopment of the surplus property known as the 'Messer Street School' located at 158 Messer Street, Providence, RI. The property includes 7 lots totaling 48,482 SF in the West End neighborhood of Providence. The City intends to sell the property "AS-IS" and will consider proposals for adaptive reuse, mixed-use development, housing, or other concepts consistent with applicable zoning and land use regulations. The proposals must include a narrative overview of the proposed redevelopment concept, a description of the plan for each of the 7 lots, and a detailed description of the work to be performed. The City has a goal of 20% MBE/WBE participation in the project. Key aspects of the proposal include: • A description of the proposed redevelopment concept • A plan for each of the 7 lots included in the proposal • A detailed description of the work to be performed • A description of the architectural approach and site improvements • A narrative overview of the proposed redevelopment concept • A description of the intended uses of the property • A conceptual plan illustrating the intended uses, architectural approach, and site improvements • A plan for the rehabilitation of the historic building on the principal lot • A plan for the demolition and replacement of non-historic improvements on other lots • A plan for the achievement of the City's goal of 20% MBE/WBE participation in the project The City will evaluate the proposals based on the following criteria: • The proposed redevelopment concept • The plan for each of the 7 lots • The detailed description of the work to be performed • The architectural approach and site improvements • The intended uses of the property • The conceptual plan • The plan for the rehabilitation of the historic building • The plan for the demolition and replacement of non-historic improvements • The plan for the achievement of the City's goal of 20% MBE/WBE participation in the project The successful bidder will be required to enter into a purchase and sales agreement with the City, which will include provisions for the redevelopment of the property. The City reserves the right to reject any and all proposals and to negotiate the terms of the purchase and sales agreement with the successful bidder.
