Description:
The City of Delano is seeking a consultant to provide services for the preparation of its 2026-2030 Consolidated Plan and 2026 One-Year Action Plan. The consultant will be responsible for reviewing and tabulating data, completing the required CONPLAN components, and providing a draft of the CONPLAN by April 2026. The City is looking for a respondent with strong capabilities, experience, and reputation in undertakings similar to those described in this RFP. • The consultant must have at least 5 years of experience providing similar consulting services. • The consultant must have at least 3 references of clients currently or previously served. • The consultant must be familiar with HUD's Consolidated Plan Management Process (CPMP) Tool. • The consultant must have knowledge of CDBG and HOME Regulations, Consolidated Plan Regulations, and urban planning principles.
