Description:
The City of Madison is seeking a qualified consultant to develop a comprehensive Curb Management Plan. The plan will guide the allocation, regulation, and design of curb space to align with City goals for safety, equitable access, mode shift, economic vitality, sustainability, efficiency, and predictability. The consultant will lead a data-driven and community-informed planning process, incorporating national best practices, evaluating current conditions, and recommending program changes and operational improvements. Key tasks include: conducting a curb inventory and analysis, meeting with the interdepartmental Curb Management Team and advisory groups, engaging the public and stakeholders, identifying and adapting successful curb management strategies, recommending policy and operational changes, and creating a phased implementation roadmap. • Conduct a curb inventory and analysis to establish a current use and demand baseline • Meet with the interdepartmental Curb Management Team and advisory groups to identify how each department interacts with the curb • Engage the public, stakeholders, and key partners to ensure diverse curb needs are understood and addressed • Identify and adapt successful curb management strategies from other cities for Madison's context • Recommend policy, operational, and program changes to improve efficiency, equity, and safety • Evaluate and propose pricing and fee structures to align with demand management and costs • Integrate curb management principles into the City's planning, development review, and permitting processes • Create a phased implementation roadmap with timelines, responsibilities, and funding strategies
