The City of Roseville is seeking an independent consultant to review and assess the organizational structures and service delivery models of its Shared Services across all City departments. The review should include areas such as Communications, Facilities Management, Financial Management, Fleet Management, Government Relations, Human Resources, Information Technology, and Property Management. The consultant will evaluate these functional areas with the goals of enhancing organizational operations, improving alignment and service delivery, and identifying potential cost savings. The project is expected to be completed in phases, with the first phase to be completed within 120 calendar days from the date of contract award. • The consultant will conduct a comprehensive review of the City's current organizational structure, including interviews with key departmental staff. • The consultant will assess staffing levels, functional assignments, and workload, and supervisory needs for Shared Services. • The consultant will explore and evaluate structural alternatives based on best practices and comparable government models. • The consultant will analyze the pros and cons of current vs. proposed structures. • The consultant will provide clear, feasible recommendations grounded in best practices, prioritize opportunities with potential for significant cost savings, and suggest models for improved alignment, professional growth, governance, or delivery.
