The County of Webb is seeking a qualified vendor to provide Inmate Telephone Services for the Webb County Jail. The selected vendor will be required to provide a turnkey, fully managed inmate telephone system that includes all equipment, installation, maintenance, network services, and customer support necessary to provide secure, reliable, and monitored telecommunications for inmates and facility staff. The system must comply with all applicable Texas Commission on Jail Standards (TCJS) requirements and Federal Communications Commission (FCC) regulations governing inmate calling services. The contract will be for an initial term of three years, with the option to extend for two additional one-year terms at the County's sole discretion. Some key features of the required system include: • A complete telecommunications system for all inmate housing areas, visitation areas, and designated facilities • Compliance with Texas Commission on Jail Standards (TCJS) rules and FCC/SEC regulations related to inmate telephone services • Equipment and systems must ensure compliance with all state, federal, and local privacy and monitoring laws • The system must provide 24/7 technical support and system monitoring • The system must prevent unauthorized calls, including 3-way calling, call forwarding, and conference bridging • A secure, web-based interface for County staff for call management, playback, and data retention • An automated inmate search feature that allows the public to access inmate custody and booking information • Call services that allow local, intrastate, interstate, and international calling, as permitted • Compliance with FCC inmate calling service rate caps and fee disclosure requirements • Financial and regulatory compliance, including transparent rate schedules and regular commission payments to the County.
