Description:
The City of Crescent City is seeking a qualified firm to provide comprehensive labor‑compliance monitoring and reporting for the Front Street Gateway Improvements Phase 1C construction project, which is funded by a Community Development Block Grant (CDBG) and the Clean California Local Grant Program. The contractor will act as a Labor‑Compliance Officer, ensuring that all workers, payrolls, and subcontractors meet Davis‑Bacon prevailing‑wage requirements, HUD Section 3 obligations, Copeland Anti‑Kickback rules, and related federal and state labor statutes. Weekly audits, documentation, and regular reporting to the City are required, along with assistance to contractors on compliance matters. The scope also includes preparation of corrective‑action plans and final turnover of all compliance records at project close‑out. • Perform weekly wage‑rate classification reviews, payroll audits, and verification of Davis‑Bacon and HUD Section 3 compliance. • Conduct pre‑construction briefings, provide ongoing technical assistance, and issue written contractor‑review summaries highlighting any non‑compliance. • Submit monthly compliance reports, and provide any additional quarterly or annual reports requested by the City. • Maintain all required records for at least five years and deliver a complete final compliance file at project completion.

Budget Estimate (AI):

$60,000 – $75,000

The solicitation caps the labor‑compliance services at a not‑to‑exceed amount of $75,000. Given the scope (weekly audits, multiple reports, and final close‑out) and typical consulting rates for specialized compliance work, the expected award will likely fall between $60,000 and the $75,000 ceiling. Factors influencing the final amount include the consultant’s hourly rates, staffing levels, and any optional supplemental services agreed upon during negotiations.
