The State of Maine is seeking proposals from qualified vendors to provide training, certification, and technical assistance for code enforcement. The selected vendors will be included on a pre-qualified vendor list (PQVL) and may be awarded contracts for specific projects. The scope of services includes providing training and certification programs for code enforcement officials, updating certification exams and guidance documents, and providing technical assistance and analysis to support the adoption of building energy codes. • The proposal must include a preliminary information section, organization qualifications and experience section, proposed services section, and cost proposal section. • The evaluation criteria include organization qualifications and experience (50 points), proposed services (25 points), and cost proposal (25 points). • The contract will be for a period of 4 years, with the option to renew for an additional 2 years. • The selected vendors must submit updated documentation pertaining to certification of insurance, certification/licensure, and rates to the RFP coordinator on an annual basis.
