Description:
The City of Chula Vista is seeking an independent financial advisory firm to provide comprehensive, objective analysis and strategic advice to the South County Higher‑Education Task Force as it evaluates the feasibility of a University Innovation District on 383 acres of city‑owned land. The consultant will develop financial models, assess participation scenarios, identify funding mechanisms, conduct comparative market studies, and supply ongoing briefings and reports over a two‑year initial term (with up‑to‑three one‑year renewal options). The work must remain neutral, not advocating for any participant, and all deliverables become City property. • Conduct due‑diligence reviews of all financial models, assumptions, and risk analyses related to the proposed higher‑education district. • Develop and evaluate multiple participation‑scenario financial models, including land‑lease, revenue‑sharing, and infrastructure‑contribution options. • Identify and assess viable funding mechanisms (state grants, bonds, private philanthropy, P3 structures, special assessments, etc.) and provide strategic recommendations. • Produce comparative analyses of similar university‑innovation districts nationwide and synthesize findings into briefing materials and quarterly progress reports. • Deliver final advisory reports, fiscal impact statements, and recommended financing structures to support Task Force decision‑making.
