The consultant will develop financial models, assess participation scenarios, identify funding mechanisms, conduct comparative market studies, and supply ongoing briefings and reports over a two‑year initial term (with up‑to‑three one‑year renewal options). The work must remain neutral, not advocating for any participant, and all deliverables become City property. • Conduct due‑diligence reviews of all financial models, assumptions, and risk analyses related to the proposed higher‑education district. • Develop and evaluate multiple participation‑scenario financial models, including land‑lease, revenue‑sharing, and infrastructure‑contribution options. • Identify and assess viable funding mechanisms (state grants, bonds, private philanthropy, P3 structures, special assessments, etc.) and provide strategic recommendations. • Produce comparative analyses of similar university‑innovation districts nationwide and synthesize findings into briefing materials and quarterly progress reports. • Deliver final advisory reports, fiscal impact statements, and recommended financing structures to support Task Force decision‑making.
