The Okaloosa County is seeking a professional collection agency to assist in collecting past due balances from customers of the Okaloosa County Water & Sewer (OCWS) department. The selected agency will be responsible for collecting delinquent accounts, including accounts receivable balances and returned checks. The agency must comply with the Fair Debt Collection Practices Act and the Fair Credit Reporting Act, as well as any applicable state or local government rules and regulations. The agency will provide services to over 34,000 customers and must have experience in utility customer collections, be familiar with the local area, and have a history of successful collections. • The agency must demonstrate significant experience in utility customer collections, with a minimum of 10 years of experience. • The agency must provide a general history of the company, including key collection team members to be assigned to the County. • The agency must provide specific examples of similar projects and be proficient working with a county-run utility enterprise fund. • The agency must have experience in the local area and be familiar with the customer demographics. • The agency must provide the historical percentages of bad debt collected on behalf of clients and a projected collection rate. • The agency must provide a fee structure for the performance of collection services and be able to submit regular monthly remittances and related statements.
