Description:
Salisbury University is seeking a qualified electrical contractor to serve as the sole on‑call electrical services provider for all university‑owned facilities. The contractor will perform planned, non‑planned, and emergency electrical work (interior and exterior) on a “as‑needed” basis, responding to requests 24/7 and complying with all applicable codes, university policies, and safety regulations. The three‑year contract (May 2024 – June 2027) may be extended up to two additional one‑year options, with a month‑to‑month continuation clause if a new award is not made. Bidders must submit separate technical and price proposals via the Bid Locker portal, include live ink signatures, and meet Maryland licensing, insurance, and personnel requirements. • Provide full‑range electrical services (preventive, corrective, emergency) for all campus locations. • Maintain a stocked service truck, 24‑hour emergency phone line, and response times of ≤30 min acknowledgment and ≤2 hr on‑site for emergencies. • Submit hourly rates for master electrician, journeyman, and helper labor, plus material and equipment mark‑ups; no total contract ceiling disclosed.

Budget Estimate (AI):

$800,000 – $3,000,000

The solicitation does not disclose a total contract ceiling. Based on a three‑year on‑call service agreement for a 88‑building university campus, typical hourly rates for master electricians (~$120‑$150/hr), journeymen (~$80‑$100/hr), and helpers (~$45‑$60/hr), plus material mark‑ups, an annual spend could range from $300k to $1 M. Over the base three‑year term this yields an estimated contract value between roughly $900,000 and $3,000,000, with potential extensions adding further revenue.
