The County of Hawaii is seeking a design-build contractor to upgrade the Kealakehe Wastewater Treatment Plant R-1. The project includes the design, permitting, and construction of wastewater treatment process improvements to achieve treated R-1 wastewater effluent that satisfies the water quality standards set forth in "Reuse Guidelines, Volume 1: Recycled Water Facilities," prepared by the Wastewater Branch, Hawaii Department of Health dated January 2016. The process improvements shall include equipment for both the liquid and solids waste streams. Site improvements shall consist of installation of site grading, pump stations, potable waterlines, gravity sewerlines, forcemains, storage sheds, concrete pads, mechanical equipment, electrical power and communication systems, and gravel road construction. • The project requires a design-build contractor with experience in wastewater treatment plant upgrades. • The contractor must possess a valid State of Hawaii, General Engineering Contractor's License "A" prior to the award of the contract. • The project includes a mandatory pre-proposal conference and site visit. • The contractor must submit a proposal that includes all required documents and information. • The County of Hawaii reserves the right to reject any or all bids and to waive informalities.
