Description:
The Naval Research Laboratory (NRL) is seeking information from potential sources capable of developing custom software for a phenomenological model relating the crack growth rate to stress intensity factors. The project involves the development of a state-of-the-art modeling and generation framework for crack propagation datasets using model encoding and stochastic methods. The contractor will be required to conduct research in three major task areas: implementation of a statistical calibration method for HS model parameters, implementation of sampling algorithms and verification and validation tasks, and application of algorithms and models to datasets provided by NRL. • The contractor must have experience in materials modeling, statistical methods, and uncertainty quantification. • The contractor must have a PhD in computational mechanics and expertise in developing and deploying algorithms for Naval applications. • The contractor must provide a capability statement that includes company name and address, point of contact, telephone number and email address, DUNS number, and business size/socioeconomic categories. • The contractor must provide a description of how the proposed product will meet or exceed each of the specifications. • The contractor must provide a product brochure and highlight the areas that meet or exceed specifications.

Budget Estimate (AI):

$200,000 – $500,000

The budget for this contract is difficult to estimate because the document does not provide a specific dollar amount. However, based on the scope of the project, which involves the development of custom software for a phenomenological model, the budget could be in the range of $200,000 to $500,000. This estimate is based on the assumption that the project will require a significant amount of research and development, as well as the deployment of algorithms and models. The budget could be influenced by factors such as the complexity of the software, the number of personnel required, and the duration of the project.
