Each bid must be prepared and submitted in accordance with the proposal instructions. It is the intention of CDTA to negotiate for a contract based upon bids it receives, but CDTA reserves the right to reject any and all bids. PROHIBITIONS ON PROCUREMENT LOBBYING: Pursuant to State Finance Law §§139-j and 139-k, this solicitation includes and imposes certain restrictions on communications between CDTA and an Offerer/bidder during the procurement process.
