The U.S. Department of Transportation (DOT) is seeking to award a sole-source contract to HRWorx, LLC for an electronic filing system for confidential financial disclosure reports required by DOT employees. The system, known as Intelliworx FDonline, will allow employees to file and reviewers to review the reports electronically. The contract will be for a base year with four option years. The system must meet specific requirements, including support for PIV/CAC single sign-on logins, FedRAMP authorization, and Section 508 compliance. • The system must provide the most current version of the OGE Form 450. • The system must permit access from any location with internet access. • The system must provide encryption of the data consistent with Federal encryption requirements. • The system must save each version of the form and have functionality that permits the automatic deletion of reports beyond the required retention period. • The system must support up to 5,000 concurrent users and integrate training/helpful hints into the filing process. The DOT has determined that HRWorx, LLC is the only responsible source that can meet the agency's requirements, and the contract will be awarded on a sole-source basis unless another vendor comes forward with a qualifying statement of qualifications by the deadline.
