SPECIAL OVERSEER REVIEW YOUNG BROTHERS UPDATED BUSINESS PLAN

The State of Hawaii Public Utilities Commission is seeking a consultant to assist in reviewing Young Brothers' updated business plan and implementation. The consultant will provide professional services, including review of financial reports, attendance at meetings, and training of Commission staff. The contract will last for 24 months, with an option for a 12-month extension. The budget for the contract is $85,000 per year, including all applicable taxes. The consultant should have at least 10 years of experience in utility regulation and/or utility accounting. Key tasks include: * Reviewing financial reports filed by Young Brothers * Reviewing reports relating to progress in meeting Commission conditions * Monitoring Young Brothers' activities relating to informational meetings and arrearage payment plans * Reviewing Young Brothers' actual operations and finances on a regular basis * Reporting on Young Brothers' compliance with Commission conditions * Providing training to Commission staff The proposal should include a detailed description of the consultant's experience and qualifications, as well as a breakdown of the costs and fees associated with the services to be provided.
