Addendum 02: Asphalt Material, Delivery, and Labor by Vendor

This solicitation is an open‑ended Statewide contract for the supply, delivery, and placement of asphalt materials and associated labor for the West Virginia Department of Transportation. The award will cover a wide range of asphalt mix types (Base I, Base II, Superpave, Wearing courses, Tack coat, etc.), shoulder stone placement, haulage, excavation, milling, and related surcharges. Vendors must be registered with the WV State Purchasing Division and meet numerous technical specifications (ASTM, AASHTO, WV‑DOH standards) and quality‑control requirements. Bids are to be submitted via OASIS upload, hand‑delivery, mail, or fax; electronic bids are not accepted.
