Lemen Avenue Utility Improvements Project

The City of Woodland is seeking a qualified contractor to perform comprehensive utility upgrades along Lemen Avenue. The work includes installing new water and sewer lines, storm‑drain infrastructure, a fire hydrant, multiple manholes and cleanouts, relocating existing meter services, and milling & overlay of approximately 24,900 sq ft of roadway with traffic striping restoration. The project requires coordination of traffic control, temporary bypass pumping for sewer, and compliance with local, state, and federal construction standards. • Install ~305 ft of water pipe, 1 fire hydrant, relocate 2 meters • Install ~660 ft of sewer pipe, 3 manholes, 2 cleanouts, connect to existing system, remove one existing manhole • Install ~550 ft of storm‑drain pipe, 4 manholes, 1 curb inlet, replace an existing inlet • Mill & overlay ~24,900 sq ft of asphalt, restore traffic markings • Provide traffic control, temporary bypass pumping, and all required permits and inspections • Submit sealed bid by 2:00 p.m. on October 13, 2026
