ITB for Aluminum Based Coagulant

The City of Portland is seeking bids for the supply of aluminum-based coagulants for use in wastewater treatment. The coagulants must meet specific chemical properties, including aluminum fraction, aluminum oxide fraction, basicity, and specific gravity. The city plans to award multiple contracts for bulk delivery of the coagulants to ensure redundancy and uninterrupted supply. The estimated quantity of gallons to be delivered is 35,000 gallons per year, with a total of 175,000 gallons over the 5-year contract period. Bidders must provide unit prices for the coagulants, including all shipping and delivery costs, and must be able to deliver the products within three calendar days of receiving an order. • The coagulants must be high basicity polyaluminum chloride or high basicity aluminum chlorohydrate. • The city reserves the right to purchase additional equipment or materials beyond the quantities stated in the bid documents at the same prices submitted by the bidder. • The city prefers goods or services that have been manufactured or produced by a local business if price, fitness, availability, and quality are otherwise equal. • The city desires to employ local businesses in the purchase, lease, or sale of any personal property, public improvements, or services.
