Intent to Sole Source - Fathom Financial Consulting Limited

The Treasury Common Services Center (TCSC) intends to contract with Fathom Financial Consulting Limited on a sole source basis for their proprietary Econometric modeling and scenario development Consultation Program. The program includes global macroeconomic forecasts, access to proprietary databases, and customer-focused conversations with experienced economists. The contract will have a 12-month base period and four 12-month option periods. • The contractor will provide econometric skills not currently found in the Office of Intelligence and Analysis (OIA) workforce. • The contractor's services will allow OIA analysts to generate scenarios using Treasury's unique expertise. • The Government currently uses the proposed contractor's brand name product at other Intelligence Community (IC) agencies, including CIA. • The contractor's product suite includes a Financial Vulnerabilities Indicator Model for global financial crisis risk. • The contractor's services will enable OIA economic analysts to answer policymakers' questions and provide early warning on economic and financial risk at country, region, and global levels.
