Bond Counsel

The State of Arkansas is seeking a bond counsel to provide legal services for the issuance of bonds under the Clean Water Revolving Loan Fund and the Drinking Water State Revolving Fund. The selected contractor will be responsible for providing advice and assistance in the financing and issuance of bonds, attending meetings, and preparing documentation. The contract will be for a period of four years, with the option to renew for up to three additional one-year terms. • The contractor must have experience in municipal bond issues, pooled financing, and EPA financing. • The contractor must be able to issue opinions necessary for the issuance of debt instruments. • The contractor must have a minimum of 5 years of experience as bond counsel. • The contractor must have malpractice insurance throughout the duration of the contract.
