On-Demand Transportation Planning, Traffic Engineering, and Transportation-Related Development Review Services

The City of Greer is seeking a qualified firm to provide on-call transportation planning, traffic engineering, development review, and related professional consulting services. The selected firm will be expected to perform a variety of tasks, including development review and traffic impact analysis, traffic engineering, operations, and safety studies, multimodal and long-range transportation planning, and funding, grants, and financing. The firm will be required to have experience working with municipalities, counties, MPOs, or DOTs of similar size and complexity. The proposal should include a firm profile, key personnel and resumes, relevant experience and references, project approach and understanding of scope, and a rate schedule. • The City of Greer is located in South Carolina and has a population of approximately 50,000 residents. • The City has adopted a Unified Development Ordinance and has experienced sustained development pressure across two counties and two metropolitan planning organizations. • The scope of services includes development review and traffic impact analysis, traffic engineering, operations, and safety studies, multimodal and long-range transportation planning, and funding, grants, and financing. • The selected firm will be expected to perform tasks such as scoping determinations, technical review, findings and recommended conditions, commitment tracking, and interagency coordination. • The firm will also be required to attend meetings, provide progress payments, and prepare a final inspection or confirmation that all services have been rendered.
