Description

The City of Rapid City is seeking proposals from qualified consultants to prepare optimized traffic signal timings on signalized corridors and to produce before and after measures of effectiveness to quantify the changes in traffic operations. The primary goal of the project is the creation of time of day coordinated signal timing plans for the selected intersecting signalized corridors. The corridors selected are Omaha Street, Mountain View Road, La Crosse Street, and East North Street. The project involves collection of traffic data, signal timing analysis, and performance management. The consultant will be required to develop coordinated timing plans, create signal timing templates, and perform "before" and "after" analysis using actual travel-time runs. • The project includes four main tasks: project management, data collection and review, traffic engineering and signal timing analysis, and performance management. • The consultant will be required to develop a project schedule and provide monthly progress reports. • The consultant will be required to coordinate with City staff and other stakeholders. • The project requires the development of signal timing plans for four different time periods: AM, Midday, PM, and Off-peak. • The consultant will be required to perform field reviews and make adjustments to the timings as necessary.
