MULTIPLE PROFESSIONAL SERVICES FOR ON-CALL PANEL

The City of Riverside is establishing up to four on‑call panels of qualified firms to provide professional consulting services on an as‑needed basis for its capital‑improvement and facility‑maintenance projects. Firms may apply to one or more of the following service areas: construction contract management, geotechnical engineering and materials testing (including licensed deputy inspection), architectural/building engineering, and cost estimation. Qualified firms will enter into a Master Agreement (initial term three years, with two optional one‑year extensions, capped at $1 M total over the agreement) and will be awarded individual task orders for specific projects. The solicitation requires a minimum of five years’ relevant experience, appropriate California professional licenses, active DIR registration, and disclosure of any recent litigation or contract issues. No guaranteed volume of work is provided; firms must be prepared for variable, on‑call assignments. • Service areas: (1) Construction contract management, (2) Geotechnical engineering/testing and deputy inspection, (3) Architectural/ building engineering, (4) Cost estimation. • Qualification requirements: ≥5 years experience, relevant CA licenses (A/B contractor, PE, Architect), DIR registration, no recent bankruptcies or poor performance ratings. • Process: Pre‑proposal meeting 9 Sep 2026 (optional), questions due 16 Sep 2026, proposal deadline 22 Oct 2026, interviews (if needed) week of 16 Nov 2026, tentative award Feb 2027, Master Agreement term up to 5 years with $1 M ceiling.
