Description
The State of Maine’s Department of Education seeks a qualified Education Policy Research Institute to design, execute, and report on a comprehensive evaluation of the Maine Learning Technology Initiative (MLTI). The contractor will develop an evaluation framework, collect quantitative and qualitative data from schools, analyze device distribution, professional‑learning participation, and infrastructure outcomes, and deliver actionable recommendations and public‑facing materials. The effort spans a five‑year performance period (July 1 2027 – June 30 2032) with potential renewals, requiring monthly coordination with DOE staff and adherence to strict data‑burden‑reduction guidelines.
• Develop and implement a mixed‑methods evaluation plan aligned with existing MLTI logic models.
• Conduct statewide data collection (surveys, focus groups, interviews) while minimizing burden on schools and educators.
• Produce annual evaluation reports, interim dashboards/briefings, and dynamic public‑facing materials; provide recommendations on equity, emerging technologies, and program effectiveness.
