South Arkansas College seeks a qualified independent consultant to develop and submit a complete federal grant proposal for the U.S. Department of Education “Upward Bound” program, and to provide post‑award grant management services. The contractor must have a proven track record securing large federal grants, be able to work on a contingent‑fee basis, and deliver all required documentation, fiscal controls, reporting, and evaluation for the three‑year contract period. • Full grant‑writing services including research, narrative, budget, and supporting documents. • Ongoing grant‑management assistance (program set‑up, fiscal controls, reporting, evaluation). • Requirement for at least five client references demonstrating success with federal grant awards, especially Upward Bound. • Pricing to be submitted as a flat‑fee plus a contingency percentage payable only if the grant is awarded. • Contract term runs Oct 20 2026 – Oct 19 2029 with possible extensions.
