REQUEST FOR PROPOSALS - BOROUGH ASSESSOR

The Municipality of Skagway is seeking a qualified firm to serve as the Borough Assessor for tax years 2027 and 2028, providing comprehensive property assessment services, data management, and related support. The contractor will perform annual inspections of all taxable and non‑taxable real property, update the municipal assessment database (currently FileMaker Pro, with potential new software), deliver valuation data in both printed and electronic formats compatible with the municipality’s ArcGIS system, handle assessment appeals, and support occasional lease appraisal requests. The contract is a fixed‑price, not‑to‑exceed agreement with an initial two‑year term, with options to extend up to two additional two‑year periods. • Perform annual property inspections and valuations for ~827 parcels, including updates to the assessment roll. • Deliver electronic assessment files compatible with ArcGIS and provide printed reports; maintain data integrity and support software implementation (MARS to possible new platform). • Respond to assessment appeals, attend Board of Equalization hearings, and provide up to 5 municipal lease appraisals per year (billed separately). • Comply with municipal codes (SMC 4.10, 16.02, 16.04), maintain required insurance (minimum $2 M General Liability and $2 M Professional Liability), and retain all project records for three years.
