Distance Learning and Telemedicine Grants

The Distance Learning and Telemedicine Grant Program provides financial assistance to rural communities to acquire distance learning and telemedicine technologies. The grant amount ranges from $50,000 to $750,000, and the applicant must provide a matching contribution of at least 15% of the grant amount. • Eligible equipment includes computer hardware and software, interactive audio and video equipment, computer networking components, telecommunications terminal equipment, and data terminal equipment. • Eligible grant purposes include acquiring and installing eligible equipment, purchasing extended warranties and maintenance contracts, acquiring or developing instructional programming, providing technical assistance and instruction, and purchasing and installing broadband facilities. • Ineligible grant purposes include paying for medical or educational equipment not having telemedicine or distance learning as its essential function, paying salaries or administrative expenses, and duplicating facilities providing distance learning or telemedicine services. • The application process involves submitting a complete application package, including a standard form 424, description of project sites, executive summary, scoring criteria documentation, matching requirements, scope of work, financial information, and telecommunications system plan. • The grant review process involves scoring applications based on criteria set forth in the notice of funding opportunity, and selecting applications for approval based on the score, availability of funds, and provisions of the regulation.
