Description
The County of Butte is seeking a qualified engineering and consulting firm to provide comprehensive architectural, engineering, environmental, and construction‑support services for the Westbound Skyway Bridge Replacement over Butte Creek. The scope covers all phases from preliminary engineering, environmental clearances, geotechnical, hydrology, roadway and bridge design, right‑of‑way and utility coordination, permitting, bidding assistance, to final Plans, Specifications & Estimate (PS&E). Services must comply with FHWA, Caltrans, AASHTO, and local requirements and be reimbursable in part with Federal Highway Bridge Program funds. The contract will be awarded to a firm that demonstrates prior similar project experience and will use the County’s standard contract template.
• Deliver full A‑E design package (pre‑design, 35 %, 65 %, 95 % and final PS&E)
• Conduct environmental documentation (CEQA/NEPA) and obtain required permits
• Perform geotechnical, hydrologic, hydraulic, and scour analyses
• Provide project management, schedule, budget monitoring, and monthly progress reports
• Support right‑of‑way acquisition, utility coordination, public outreach, and bidding phase assistance
• Offer construction‑phase support (RFI responses, submittal reviews, site‑visit memoranda)
• Ensure compliance with prevailing‑wage, labor‑code, and federal reporting requirements
