SCRAM Remote Alcohol Monitoring Services

Tarrant County is soliciting qualified vendors to provide SCRAM® remote breath and continuous alcohol monitoring services for participants in the Veterans Treatment Court. The contract is for a twelve‑month period with an optional one‑year renewal, and includes enrollment of participants, installation and removal of monitoring equipment, real‑time alcohol use detection, secure electronic reporting, violation/tampering notifications, equipment support, and access to monitoring records. Vendors must supply a fixed‑fee for 14 remote breath units and 50 additional SCRAM devices, handle all case‑management functions, and maintain required insurance and certifications. The solicitation requires submission of a detailed proposal (excluding pricing), proof of licenses, insurance certificates, and references, and includes compliance with diversity, anti‑boycott, and disclosure requirements.
