Notice of Intent to Sole Source - White Phosphorus

The Department of the Army, Army Contracting Command - Rock Island (ACC-RI), intends to negotiate and award a sole source, firm-fixed-price contract to Bayer CropScience for the procurement of White Phosphorus. The contract will be a five-year Indefinite Quantity Indefinite Delivery (IDIQ) with a minimum and maximum quantity to be determined. The period of performance will include 4, 12-month evaluated options. The estimated dollar value of the contract is $5,637,600.00. • The contract is for the procurement of Grade 2 White Phosphorus, a critical military material used for creating smoke screens, marking targets, and providing incendiary effects. • The contract will be awarded to Bayer CropScience, the only remaining domestic manufacturer of elemental phosphorus. • The contract is being awarded on a sole source basis due to the lack of other responsible sources capable of fulfilling the requirement. • The contract will be governed by the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS).
