Description
The State of Maine is seeking a qualified auctioneer to conduct a statewide firearms auction program, offering both live (in‑person) and online bidding options. The contractor must hold a current Maine Auctioneer License and a Federal Firearms License, comply with all federal and state firearms statutes, provide insurance coverage of at least twice the gross sales of the most recent auction, and execute a minimum 30‑day advertising campaign for each auction. The work includes inspecting, tagging, photographing, and maintaining chain‑of‑custody documentation for all firearms, coordinating pickup/drop‑off with the State’s surplus‑property office, conducting the auction, and disbursing the agreed percentage of proceeds to participating State agencies within 30‑60 days. The contract runs for an initial year (Aug 1 2026 – July 31 2027) with up to four one‑year extensions.
• Must hold Maine Auctioneer License and Federal Firearms License (FFL).
• Provide statewide 30‑day advertising and a 7‑day photo turnaround for each firearm.
• Maintain insurance ≥ $300 k and submit proof with the bid.
• Submit a cost proposal indicating buyer’s and seller’s premium percentages, per‑item fees, and any web‑portal fees.
