Description:
The SEPTA Silverliner VI procurement seeks a qualified contractor to design, engineer, manufacture, test, deliver, and support a new fleet of commuter‑rail cars for the Philadelphia region. The base order covers 46 new cars (23 married‑pair sets) with multiple optional follow‑on orders, a test‑and‑inspection vehicle, and a comprehensive spare‑parts, training, and warranty package. The contract is a firm‑fixed‑price, federally‑assisted award that must satisfy Buy‑America, U.S. steel‑content, and a host of safety, reliability, and cybersecurity standards. • Supply and deliver 46 new Silverliner VI rail cars (plus up to 92 optional cars) with full documentation, manuals, training simulators, and 15‑year spare‑parts support. • Provide design, prototype, and full‑scale testing, meeting FRA, APTA, and federal safety regulations; include EMS data interface and PTC integration. • Comply with Buy‑America (≥70 % U.S. content), Steel‑Product Procurement Act (≥75 % U.S. steel), DBE certification, and insurance/bond requirements; submit performance and maintenance bonds. • Deliver according to a multi‑year schedule (first pilot car ~42 months after NTP, final acceptance ~88 months) with liquidated‑damage provisions and a three‑year warranty. • Mandatory technical proposal (tabs 1‑31) and cost proposal; BAFO phase required with minimum $5 M bond.

Budget Estimate (AI):

$100,000,000 – $300,000,000

While the contract does not disclose a total value, comparable commuter‑rail car programs price each vehicle at roughly $2 – 3 million. The base order (46 cars) would therefore be in the $92 – 138 million range, and the two optional orders (up to 92 additional cars) could add another $184 – 276 million. Including spare‑parts, training, and warranty support, a reasonable total contract ceiling is estimated between $100 million and $300 million. This wide band reflects uncertainty around optional orders, inflation adjustments, and any additional services the contractor may provide.
