Employee Engagement Survey

The City of Elgin is seeking a vendor to design and conduct a comprehensive employee engagement survey. The survey should provide actionable insights and targeted initiatives by department. The vendor will be responsible for survey design and instrument development, pre-survey communication plan, survey administration, data collection and monitoring, data analysis and reporting, and post-survey action planning. The contract term is expected to be approximately 6 months. • The City of Elgin has 750 full-time and 423 part-time employees across various departments. • The vendor should have experience in conducting municipal employee engagement surveys. • The proposal should include a company profile, proposed methodology, project plan, staff resumes, and cost proposal. • The evaluation criteria include demonstrated municipal/public-sector experience, quality and validity of the proposed survey instrument, strength of data analysis and reporting approach, training and knowledge-transfer plan, cost-effectiveness, and project timeline feasibility.
