Addendum #2 for Fire Needs Assessment RFP-Questions and Answers

The County of Missoula seeks a qualified consultant to conduct a comprehensive fire‑service needs assessment for the Wye Targeted Economic Development Districts (TEDDs). The work will evaluate current fire‑protection capacity, model future growth impacts, forecast infrastructure and staffing requirements, and develop phased implementation and funding strategies (including TIF and grant options). The contractor will deliver a final report by Dec 31 2027 and provide a process for periodic reevaluation. • Review existing fire‑department capacity, apparatus, staffing, and facilities serving the Wye TEDDs. • Model residential, commercial, and industrial growth through 20‑50‑year horizons and assess impacts on response coverage. • Recommend new stations, apparatus, staffing levels, and capital projects, and align them with development timelines and financing mechanisms. • Produce a phased implementation plan, funding strategy, and a schedule for future reassessments.
