Description
The City of Salina’s Parks and Recreation Department seeks a qualified consulting firm to conduct a comprehensive operational assessment of its municipal animal shelter. The consultant will evaluate nine critical areas—including facility layout, shelter operations, animal care, community engagement, volunteer program, finance, data management, leadership, and veterinary services—and deliver a full written report, executive summary, prioritized action plan with cost estimates, and a presentation to city leadership. The engagement is short‑term, spanning roughly six weeks from kickoff to final report, with a draft due midway. The city will evaluate proposals on experience, approach, team qualifications, cost, and references, and the award will be announced shortly after the submission deadline.
